**What the evidence says:** Misleading. The Spanish government and the European Commission's representation in Spain put the Recovery Plan allocation at €163bn after the October 2023 revision, covering every policy area of the plan and not just trains. Maldita.es, on 6 November 2026, adds up €8.287bn in rail items of that plan from a September 2023 government document; that sum is Maldita's own. Maldita does not yet know how much has been spent: the Finance Ministry had not replied.
